Portuguese prison system reorganization and crisis

Overview

Portugal is experiencing significant shifts and challenges within its prison system. As part of a service reorganization by the Directorate-General for Administration of Justice, the prisons in Odemira and Guarda have ceased housing female inmates.

Female inmates from the southern region are being transferred to the Tires Prison in Greater Lisbon, while those from the central interior are being moved to the Santa Cruz do Bispo Female Prison in Greater Porto. The Directorate-General for Reintegration and Prison Services (DGRSP) confirmed these transfers are complete, though limited sections in Olhão and Guarda remain for inmates in transit.

Simultaneously, facilities in Setúbal and Montijo are facing a crisis characterized by overcrowding and staff shortages. In Setúbal, a prison guard strike lasting over six months has reduced inmate time outside of cells to just two hours daily. The Setúbal facility is currently housing more than 200 inmates despite a design capacity of 162. These issues, compounded by a national deficit of approximately 1,600 prison guards, have impacted security, hygiene, medical care, and inmate visitation.
