Property fraud investigation in Fier, Albania

Overview

The Fier Prosecutor’s Office in Albania has arrested Ertis Shehu, the former director of the State Cadastre Agency (ASHK) in Fier, and a beneficiary identified as E. H. for their alleged involvement in a large-scale property fraud scheme.

Investigators allege the suspects used falsified documents to illegally register approximately 71.7 hectares of land in the Levan and Dërmënas areas. The scheme reportedly involved a 2008 decision from the Agency for the Return and Compensation of Property. Despite having already received 53.8 million lekë in financial compensation for the same land in 2018, E. H. allegedly sought to register the properties again in 2023, subsequently selling some of the land.

Authorities seized approximately 716,000 euros from a bank account belonging to E. H., along with electronic devices and various documents. A former ASHK cartographer, E. R., has been ordered to appear before judicial police. The suspects face multiple charges, including fraud, money laundering, document falsification, and abuse of office.
