Ongoing public healthcare challenges in multiple nations

Overview

Public health systems in Peru, Ecuador, Spain, Costa Rica, and Bolivia continue to face operational and resource-related crises. In Peru, hospital facilities face critical infrastructure and equipment failures, including overcrowding and shortages of functional mechanical ventilators in regions like Andahuaylas. The Minister of Health has planned visits to evaluate sanitary conditions in response to procurement irregularities and space shortages in Juliaca and Barranca-Cajatambo. Ecuador is expanding its modernization efforts to address hospital congestion. The Ecuadorian Social Security Institute (IESS) has launched a teletriage and telemedicine system across five hospitals in Cuenca, Quito, and Guayaquil. President Daniel Noboa announced that the contract for the new Cayambe Hospital in Pichincha province has been awarded to provide 24-hour emergency and specialized care. Additionally, the government is implementing a technological platform via a contract with Dedalus to interconnect 1,742 health establishments. This Dedalus project has faced criticism from the National Union of Educators (UNE) regarding transparency and a contract value reportedly exceeding USD 240 million, which is significantly higher than an initial USD 117 million proposal. These concerns coincide with budget cuts in hospital equipment and malnutrition prevention. Social tensions persist as patients with chronic kidney failure and families of those with catastrophic illnesses protested at the Azuay Governorate. They are demanding the government settle outstanding payments to providers to ensure the continuity of life-saving treatments, warning that a lack of medicines and supplies poses a direct threat to lives. In Bolivia, the Hospital de Clínicas in La Paz is reportedly collapsed. Patients and families are waiting in long lines in the streets, while those inside receive treatment on mattresses on the floor due to a lack of beds. Families report that the Universal Health Insurance (SUS) does not cover all necessary needs, forcing them to purchase medications privately.
