Quebec maple syrup strategic reserve depletion

Overview

The strategic maple syrup reserve in Quebec has reached a state of exhaustion. Luc Goulet, president of the Québec Maple Syrup Producers, reported that the reserve, intended to stabilize prices and supply against weather-dependent production, has been completely depleted due to high demand.

This demand was driven by rising international interest and stockpiling by U.S. commercial customers attempting to avoid potential tariffs. While exports saw significant growth between 2024 and 2025, the rate of growth slowed in early 2026.

Subsequent projections from the Producteurs et transformateurs d'acériculture du Québec (PPAQ) indicate that remaining stocks have already been sold and are scheduled for delivery through February 2027. Although the lack of a reserve increases market vulnerability to weather conditions, PPAQ noted there is no immediate shortage risk because processors and buyers have increased their own inventories by more than 35 million pounds.
