Overview

In late June 2026, Quito’s Agencia Metropolitana de Control (AMC) shut down a residence in La Y that operated as a clandestine house of prostitution, advertising tantric massages through instant-messaging apps. The venue was among 21 similar closures recorded in the first half of the year, representing three-quarters of 2025’s total actions. Operators faced penalties of up to 15 unified basic salaries and fines exceeding $7,000. On 11 July 2026, the AMC and National Police raided Iñaquito, La Floresta, and Conocoto, ordering the shutdown of 32 illegal brothels. Investigations sparked by citizen complaints uncovered serious sanitary violations, minors, persons apparently detained against their will, and an elderly man on a permanent oxygen supply. Services were advertised on social media for $10–$50 per encounter. A further inter-institutional operation on 18 July 2026 expanded the enforcement scope. The municipal Secretariat of Citizen Security inspected 39 venues across La Roldós, Colinas del Norte, Pifo, and La Mariscal, closing five establishments—a restaurant, a tolerance centre, a shop, and two hostels—and suspending two discos for missing licenses or sanitary breaches. Authorities also seized 105 packs of contraband cigarettes and destroyed 22 L of untaxed liquor. Between 7 and 8 August 2026, security operations involving 125 officials from the AMC, National Police, and Armed Forces targeted the Calderón and La Delicia districts. These interventions resulted in the closure of several liquor stores, barbershops, and discotheques for operating without permits, misusing licenses, or hosting undocumented individuals. Ten businesses were flagged for using front operations, such as mechanics or liquor stores, to mask their actual activities. Authorities seized 385 packs of contraband cigarettes and 200 liters of alcohol lacking sanitary registration. Between 14 and 15 August 2026, large-scale control operations continued in Quitumbe, La Delicia, and Eugenio Espejo.
