Quảng Ninh has officially transitioned from a province to a city following the implementation of National Assembly Resolution No. 36/2026/QH16. Effective September 1, 2026, the resolution converts the entire natural area and population of the former province into the new city entity. During a ceremony on August 28, General Secretary and President To Lam presented the resolution and awarded the First-Class Labor Order to the local government and people to mark this milestone. President To Lam emphasized that the transition represents a qualitative shift for the region, urging the city to move beyond its traditional coal-based economy toward a ‘green’ model driven by technology, innovation, the maritime economy, and heritage tourism. This administrative shift is supported by the ongoing execution of major infrastructure and industrial projects designed to facilitate the city’s transition ~~from a coal-based economy~~ to a ~~“green,~~ ‘green, digital, and high-tech ~~model.”~~ model.’ Key developments include the commencement of the 5,810 billion VND VSIP Quảng Ninh industrial park, a 448.16-hectare project, the VB Quảng Yên industrial park, and the modernization of coal processing through the 469.6 billion VND Mạo Khê coal screening plant. Moving forward, the city’s development strategy will prioritize logistics, the maritime economy, and heritage-based tourism, while maintaining a strict focus on environmental preservation and digital integration.
