Refugee repatriation efforts in Republic of the Congo

Overview

The Republic of the Congo is engaged in coordinated efforts to facilitate the voluntary and dignified return of refugees to their home countries.

Through the Kintélé tripartite commission, involving the UNHCR and the Democratic Republic of the Congo (DRC), authorities have focused on the sustainable repatriation of Congolese citizens. Discussions emphasize that successful returns require long-term stability, including physical security, healthcare, education, documentation, and employment. Since previous agreements were implemented, over 120,000 people have returned to the DRC. There are ongoing calls to extend the 2010 tripartite agreement to address displacement caused by recent violence in provinces like Maï-Ndombe.

Simultaneously, the Republic of the Congo and the Central African Republic are coordinating a timetable for the voluntary return of Central African refugees. On October 19, 2026, Marie-France Lydie Hélène Pongault, the Congolese Minister of Social Affairs and Humanitarian Action, met with Central African President Faustin-Archange Touadéra in Bangui. During this meeting, she delivered a formal letter from President Denis Sassou N’Guesso regarding the repatriation process. Both nations intend to work through their respective social affairs ministries and the UNHCR to establish a formal schedule, aiming to facilitate an initial repatriation before the end of 2026.
