Regulatory and financial challenges for Australian casinos

Star Entertainment Group has faced significant financial and regulatory challenges in Australia. In the fourth quarter of fiscal 2026, the company reported an $8 million loss, which, while an improvement from a $27 million loss the previous year, was impacted by declining revenue at its flagship Sydney venue. This decline is attributed to mandatory restrictions, including carded play and a daily cash-withdrawal limit of A$5,000, which have reduced average daily revenue by approximately 20%.

Regulatory scrutiny remains intense for the operator. The Sydney casino licence remains suspended, and the company continues to address investigations into potential anti-money-laundering and counter-terrorism-financing breaches.

In a recent enforcement action, the NSW Independent Casino Commission (NICC) fined The Star Sydney $500,000 and Crown Sydney $1.75 million following a major security breach. The fines followed an investigation into a 16-year-old boy who used a fraudulent driver’s licence to visit Crown Sydney 19 times between April and August 2025. During these visits, the minor gambled over $21,000 and consumed 91 alcoholic beverages, eventually attaining silver membership status. The teenager also visited The Star Sydney on three occasions.

NICC Chief Commissioner Philip Crawford noted that while both venues accepted responsibility for failures in identity verification and customer onboarding, the ability of a minor to gamble significant sums and consume alcohol is a “serious matter”. In response, both casinos have reportedly implemented enhanced identity verification processes and additional staff training.
