Reserve Bank of India regulatory updates

Overview

Following the regulatory updates scheduled for October 1, 2026, the Reserve Bank of India (RBI) has introduced additional measures to stabilize the Indian Rupee and curb foreign exchange speculation as the currency faces significant downward pressure, nearing its all-time low against the US dollar.

A key intervention involves the opening of a special dollar window, set to begin on October 12, 2026. This facility will allow the RBI to sell US dollars to three state-run oil marketing companies—Indian Oil Corporation, Hindustan Petroleum Corporation, and Bharat Petroleum Corporation—to meet their entire daily requirements through designated banks, effectively removing a major source of dollar demand from the regular spot market.

The RBI has also tightened rules for foreign exchange derivatives. The threshold for undertaking such transactions without establishing underlying exposure has been reduced from USD 100 million to USD 5 million. Furthermore, the central bank has prohibited the rebooking of cancelled Indian Rupee (INR) derivative contracts and implemented a 20% Foreign Exchange Risk Reserve (FERR) requirement in cash with the RBI for certain eligible contracts, specifically those with a notional value exceeding USD 2 million.

To manage liquidity, the RBI has announced that the minimum daily maintenance requirement for the Cash Reserve Ratio (CRR) will increase from 90 percent to 99 percent, effective October 16, 2026.
