German pension reform: Transition to Altersvorsorgedepot
Overview
The transition from the Riester-Rente system to the new ‘Altersvorsorgedepot’ (pension depot) is moving toward its scheduled January 1, 2027, implementation. Following decisions by the Bundestag and Bundesrat, the reform will replace approximately 15 to 16 million existing contracts. The new model allows citizens to invest in stocks, funds, and ETFs, with state subsidies applied directly to the capital market.
As the deadline approaches, financial experts and the German Pension Insurance have advised caution regarding the transition. While existing subsidies can be preserved during a transfer, the process may take several weeks. Experts warn that delays in opening new accounts or processing transfers could result in periods where funds do not earn interest or receive subsidies. Savers must also weigh the consequences of canceling existing contracts versus transferring them, particularly regarding capital protection and payout structures.
Recent details regarding the Altersvorsorgedepot (AVD) reveal that, unlike previous Riester products, the new system does not mandate contribution guarantees. This shift allows capital to be more heavily invested in capital markets. The restructured state subsidy system will provide a 50-cent subsidy for every euro contributed up to 360 euros annually, and a 25-cent subsidy for contributions up to 1,800 euros. Additional incentives include child allowances of up to 300 euros per child per year and a one-time 200-euro bonus for young professionals starting before age 25. Eligibility is also expanding to include certain self-employed individuals and freelancers.
Market preparation continues, with J. P. Morgan Asset Management partnering with MorgenFund to provide active solutions like managed ETFs. Meanwhile, the Bundesverband Deutscher Versicherungskaufleute (BVK) continues to advocate for mandatory personal consultation.
