Rice producers in Venezuela and Paraguay have faced significant economic and environmental pressures. In Venezuela, the Association for the Production of Certified Seed of the Western Plains (APROCELLO) sought a halt to imports and a floor price of 400 dollars per ton to combat rising costs, frozen credit, and market distortions. Similarly, the Paraguayan Federation of Rice Growers (FEPARROZ) requested financial relief and refinancing from the Central Bank due to falling international prices and infrastructure needs caused by the El Niño phenomenon. By mid-September, reports from the state of Portuguesa, Venezuela, indicated progress in the winter cycle harvest. Despite the challenges posed by El Niño, producers in municipalities such as Agua Blanca and Ospino reported favorable yields. Grain delivery to collection centers has proceeded smoothly, with storage silos operating at maximum capacity to preserve the harvest for national food supplies. However, tensions have escalated in the Guárico region as producers protest the arrival of 355,000 tons of imported rice during the national harvest season. During a meeting in Caracas, agricultural delegations expressed their disapproval of Minister of Agriculture and Lands Vladimir Padrino López, accusing the state of allowing imports to undercut local prices. While Minister Padrino López defended the administration by stating that the water and rice sectors have grown over the last five years, farmers and representatives from the Vente Venezuela party argue that the current policy creates unfair competition. They contend that large volumes of imported grain are saturating the market and depressing prices, making it impossible for local producers to recover their investments.
