At this assembly, Rahman delivered his inaugural address, outlining a vision for a democratic and reformed nation through a 31-point national reform programme. Central to this is his ‘3R’ strategy—Recovery, Restoration, and Reconstruction—designed to repair state institutions. While focusing on domestic priorities such as women’s empowerment and education, Rahman reiterated that the Rohingya crisis continues to place immense pressure on national resources. He specifically called for increased international cooperation to combat transboundary crimes, including human trafficking and the narco-economy, as part of the broader effort to address the root causes of displacement.
