Romania economic and green transition reforms

Romania is implementing new fiscal and investment strategies focused on economic relaunch and green transition. Following the conclusion of National Recovery and Resilience Plan reforms and the implementation of OECD Pillar 2, the government has shifted its fiscal approach from revenue-based exemptions toward expenditure-based incentives. Under Emergency Ordinance 8/2026, new measures include a 10% tax credit for research and development expenditures and a 50% credit for companies listing on the stock exchange.

Parallel to these fiscal reforms, the government has introduced funding guidelines to support green mobility and social programs. The Ministry of Transport and Infrastructure established a state aid scheme for ‘green’ trucks, allocating approximately 299 million euros from the Modernization Fund to help enterprises reduce CO2 emissions. Additionally, updated European-funded program guides target green mobility and non-polluting transport in specific counties to mitigate the socioeconomic impacts of the climate transition, alongside regulations for residential energy renovation and social assistance.
