Romania's electronic distance-based toll scheme for vehicles over 3.5 tonnes remains on schedule. CNAIR confirmed that the STRR/TollRo platform will be installed by 31 August 2026 on the European Road Toll Service (SETRE) domain, with fee collection handled through the STRR system. The electronic rovinieta and heavy-goods fees will start on 1 October 2026. TollRo will apply to vehicles exceeding 3.5 t and to mixed-transport vehicles, which will be classified as freight for toll purposes. Interoperability with other EU toll systems via SETRE is planned for 15 January 2027, under Law no. 170/2026 and Law no. 226/2023. The rollout of the TollRo infrastructure was moved from an earlier October start to August 31 to avoid jeopardizing funding from Romania’s National Recovery and Resilience Plan (PNRR). The system will operate on a principle of “the more you pollute, the more you pay,” applying differentiated rates based on ecological classes. For heavy vehicles, fees will be calculated based on kilometers traveled, road type, weight, and emission standards. For passenger cars, which will continue using the vignette system, rates will vary by environmental standards, with electric or Euro 6 vehicles paying the lowest daily rates. CNAIR also reiterated its warning about the unauthorised Hungarian portal evignet24.eu, which sells Romanian roviniete at inflated prices. Drivers are advised to purchase rovinieta only through the official website erovinieta.ro or authorised distributors.
