Romania’s Minister of Environment, Diana Buzoianu, has called for the resignation or suspension of Elena Mateescu, the Director General of the National Meteorological Administration (ANM), following an audit into the misuse of public funds.

Investigations revealed that institutional bank cards were used to purchase luxury items, including designer clothing, cosmetics, and perfumes. Specific expenditures noted include approximately 119,750 lei for perfumes and 85,290 lei for clothing and accessories. Minister Buzoianu characterized the situation as a “dezmăț din banul public” (a debauchery of public money), further alleging that millions of lei in direct procurement contracts for supplies and IT equipment exceeded legal limits.

In addition to the financial irregularities, the Minister reported an administrative deadlock within the ANM, stating the Board of Directors has lacked a quorum for months. Buzoianu accused the Agency for Monitoring and Evaluating the Performance of Public Enterprises (AMEPIP) of blocking the appointment of new board members through technicalities.

Director General Mateescu has denied personal involvement, claiming her institutional card was inactive and describing the accusations as a political campaign. The Ministry of Environment intends to refer the findings to the Prosecutor General’s Office and the Court of Accounts.

An audit by the Ministry of Environment's Control Body, finalized in October 2026, has identified dozens of systemic issues within the ANM. Interim Minister Buzoianu reported that leadership was alerted to potential procurement irregularities via an anonymous email as early as November 2025, contradicting claims from Director Mateescu that the administration was unaware of any problems. Following the launch of the investigation, a significant portion of the ANM procurement department resigned.
