Rome implementation of Julia 3.0 AI assistant

Overview

The City of Rome has introduced Julia 3.0, an advanced artificial intelligence tool designed to streamline municipal services and reduce bureaucratic delays. Presented by Mayor Roberto Gualtieri, the system marks a transition from a purely informative platform to an operational tool capable of direct service delivery through chat and a mobile application.

The AI provides 30 different services, including 16 types of civil registry functions such as issuing birth, residence, and citizenship certificates. It also manages seven education-related services, including school menu consultations, and seven citizen assistance services, such as reporting issues with waste collection or checking vehicle towing status.

Users can access the platform via two modes: an operational mode for rapid certificate retrieval and a guided mode for complex procedures like changing residency. Access is facilitated through digital identity credentials including SPID, CIE, or CNS. While some industry experts have described the project as having a level of sophistication ‘never seen before inside or outside of Italy,’ the rollout has prompted discussions regarding data transparency, the reliability of automated information, and protocols for human intervention.
