Overview
Russia and Syria have concluded 18 months of negotiations by signing a memorandum of understanding to reorganize military and civilian cooperation. The agreement facilitates a transition of control over strategic infrastructure toward Syrian state administration.

Following the signing of the memorandum on August 9, Russian President Vladimir Putin and Syrian President Ahmed al-Shara held a telephone conversation to discuss deepening bilateral relations. The leaders focused on establishing new frameworks for military and logistical coordination at the Hmeimim Air Base and the naval logistics center in Tartus. During the call, Putin reaffirmed Russia’s support for Syria’s sovereignty, unity, and territorial integrity, while expressing rejection of Israeli military actions in the region. Both leaders agreed to maintain high-level coordination to expand cooperation in economic, trade, and humanitarian sectors.
