Overview

At a United Nations Security Council meeting, the UN reported widespread and systematic torture of Ukrainian prisoners of war and civilian detainees by Russia. UN Assistant Secretary-General for Human Rights Claudia Fuentes Julio stated that over 16,000 civilians are being held by Russia, many in violation of international law. Data indicated that 95% of interviewed prisoners of war and 85% of civilian detainees reported ill-treatment, including beatings, electric shocks, and sexual violence. Russia has rejected these claims, calling them a “disinformation campaign.”

In response, Russia’s UN envoy, Vassily Nebenzia, accused Ukraine of domestic repression during a meeting marking the 35th anniversary of Ukraine’s independence. Nebenzia alleged that the Ukrainian government has suppressed dissent and is engaging in “outright terror” against Russian civilians, specifically citing the persecution of the Ukrainian Orthodox Church and the suppression of the Russian language. He further claimed that Kyiv uses Western weapons to target Russian residential areas.
