Russia-Vietnam visa exemption policy
Overview
Russian President Vladimir Putin signed Decree No. 730, granting visa exemptions to Vietnamese citizens holding ordinary passports. The policy, which officially took effect on October 15, 2026, remains in effect through October 15, 2027.
The exemption allows for stays of up to 30 days and covers tourism, business, family visits, transit, and various scientific, cultural, political, social, economic, or sporting activities. It specifically excludes those traveling for labor, journalism, long-term residence, or study.
The Vietnamese Ministry of Foreign Affairs welcomed the decision, stating it aligns with a joint statement made during high-level visits to strengthen the comprehensive strategic partnership between the two nations. The move is expected to facilitate increased tourism exchange and labor cooperation through simplified entry procedures and increased flight availability.
While Russia currently receives approximately 15,000 Vietnamese visitors annually, Vietnam has seen a significant rise in Russian visitors, welcoming roughly 1.13 million in the first nine months of 2026, an increase of over 160 percent compared to the previous year. This surge has positioned Russia as Vietnam’s largest source market in Europe. Following the implementation of the waiver, the Association of Tour Operator Companies (ATOR) predicts a 25-30% increase in Vietnamese tourists to Russia due to the simplified procedures.
