Russian Foreign Minister Sergei Lavrov echoed the claim, describing reports of German nuclear ambitions as “truly worrying” and warning of possible Russian espionage against German defence companies.
A follow‑up SVR statement on 25 July expanded the allegations, naming roughly thirty German universities—including the Karlsruhe Institute of Technology, Ruhr‑Universität Bochum, Ludwig‑Maximilians‑Universität München, RWTH Aachen and the Technical University of Berlin—as operating research reactors where practical experiments are conducted. The agency also singled out defence firms such as Rheinmetall, Diehl Stiftung, the KNDS Group and Umarex for work on high‑energy explosives and electronic fuze systems. It reiterated the claim that fissile material could be produced in one to three months and a warhead designed within a year, without full testing. NATO allies reportedly expressed concern. Germany remains a signatory to the Nuclear Non‑Proliferation Treaty and hosts U.S. B61 tactical nuclear bombs under NATO nuclear‑sharing arrangements, but has no declared nuclear weapons. The accusations have intensified diplomatic tension and proliferation concerns across Europe.
