In September, Sergey Naryshkin, head of Russia’s Foreign Intelligence Service (SVR), expanded this warning to a broader Eurasian context, stating the risk of a large-scale conflict is ‘quite real.’ Speaking at a security conference in Saint Petersburg, Naryshkin accused European leaders of pursuing a strategy of ‘controlled escalation’ or ‘balancing on the edge of the abyss,’ a doctrine he linked to Cold War-era intelligence strategies.

Naryshkin alleged that NATO aims to prolong the war in Ukraine to deplete Russia’s military and mobilization potential, citing intelligence projections that Ukraine’s mobilization capacity could be exhausted within a year. He further suggested that European elites use the narrative of an Eastern threat to justify increased military spending and industrial adaptation for warfare.
