Sacyl healthcare administration and staffing issues
Overview
The Regional Health Management of Castile and León (Sacyl) has faced administrative and staffing challenges. In Salamanca, the organization worked to rectify errors in health card assignments following the transfer of thousands of cards to the new Prosperidad health center. The reorganization caused anomalies where residents in the same building were assigned to different medical centers, prompting Sacyl to coordinate with neighborhood associations to establish rectification channels.
Sacyl has now officially declared 22 medical positions as ‘hard-to-fill’ across seven regional hospital complexes, a pioneering measure based on Law 3/2025. This classification aims to address structural specialist shortages to ensure equitable healthcare. The vacancies are divided between Anesthesiology and Reanimation (12 positions) and Otorhinolaryngology (10 positions).
Anesthesiology roles are distributed among hospitals in Ávila (3), El Bierzo (4), Miranda de Ebro (2), Aranda de Duero (1), and Segovia (2). Otorhinolaryngology roles are located in El Bierzo (3), Palencia (4), Soria (2), and Miranda de Ebro (1). To fill these roles, authorities are initiating negotiations for an extraordinary voluntary mobility procedure, expected to conclude by March 2027. If vacancies persist, they will be filled through a specific merit-based selection process.
