San José municipal and national government tensions

The political relationship between San José Mayor Diego Miranda and Costa Rican President Laura Fernández has become increasingly strained. Initially, Mayor Miranda formally requested national intervention to address a growing homelessness crisis in the capital, which he characterized as a “failed policy.” He noted that the municipality faces an unsustainable financial burden and proposed the creation of an integrated working group and legislative reforms to manage the issue.

Following these requests, the tension escalated into direct accusations. Mayor Miranda accused the central government of obstructing municipal projects, citing a lack of coordination from the Ministry of Security and difficulties obtaining permissions from the Ministry of Culture for urban remodeling. Miranda challenged the President to a recorded meeting to resolve these grievances. In response, President Fernández declined a personal meeting, citing concerns over pressure related to legal proceedings involving municipal council members, and clarified that the presidency does not dictate the sponsorship decisions of autonomous public companies.
