Sandberg Tunnel emergency response drill failures

A large-scale emergency rescue simulation in the Sandberg Tunnel in Thuringia, Germany, has exposed critical failures in regional alerting and communication chains. The drill, which simulated a fire in an ICE high-speed train, involved over 250 emergency personnel and 100 actors portraying passengers.

Investigations revealed that first responders arrived more than two hours after the initial emergency call, far exceeding the intended response time of 10 to 25 minutes. Key systemic issues identified include slow transmission of emergency calls, delays in the Deutsche Bahn internal reporting process, and technical malfunctions in local control centers. Officials specifically criticized the use of outdated methods, such as transmitting emergency alerts via fax, and noted that warning applications like NINA and Katwarn failed to function as intended.

Technical complications also hindered the exercise; specifically, the ICE train was not fully powered down, which prevented exterior doors from being opened with standard keys as planned. Thuringia Interior Minister Georg Maier and Ilm-Kreis District Administrator Petra Enders expressed severe dissatisfaction, emphasizing the need for modernized alerting systems to prevent fatal consequences.

Additional factors contributing to the delays included real-world highway accidents and modified deployment plans requiring longer routes for certain units. The Ilm-Kreis district council is scheduled to discuss these failures, and local authorities are expected to present a plan to rectify these deficits by the end of October.
