Santa Fe emergency preparedness for El Niño

Overview

The Santa Fe provincial government has initiated several preventive measures to prepare for the impacts of the El Niño weather phenomenon.

In late July, the province launched ROPECA (Registro de Oferentes de Campos, Alimentos y Transporte para Emergencias Agropecuarias), an online platform designed to coordinate agricultural emergency resources. By mid-August, preparedness efforts expanded into the public health sector. Under the Interministerial Operational Emergency Committee, the government began training health teams across six provincial regions to manage flooding and rising river levels. Health Secretary Andrea Uboldi emphasized the importance of prevention, including surveying anti-venom supplies and managing medicine reserves.

Simultaneously, the province expanded its strategy to include a massive infrastructure plan aimed at cleaning 933 kilometers of main channels. This includes a 5.8 billion peso investment specifically for 352 kilometers of channels located in the central region.

By mid-August, these efforts were part of a broader regional response across South America. In Argentina, the national government activated a real-time monitoring system using satellite data to identify over 5.4 million hectares potentially subject to flooding. The Ministry of Health is coordinating with the Federal Emergency Agency to deploy mobile health patrols and modular hospital units, such as the ERMEH field hospital. Other provinces, including Entre Ríos, Chaco, and Mendoza, are reinforcing river defenses and medical stocks.

In Uruguay, the department of Salto is preparing for a potential historic rise in the Uruguay River, with authorities projecting a high probability of flooding that could necessitate the evacuation of up to 1,000 people. In Chile, heavy rains have already caused fatalities and damage across ten regions, prompting Senapred to issue alerts for residents to avoid ravines in areas like Copiapó due to flash flood and landslide risks.
