Santiago do Cacém municipal fiscal and social policies
Overview
The municipality of Santiago do Cacém has implemented several fiscal and social measures. On October 14, the local government formalized a protocol titled ‘Apoio Financeiro ao Movimento Associativo Desportivo’ to invest 386,000 euros into local sports associations for the 2026/27 season. Mayor Bruno Gonçalves Pereira noted that these funds were increased and redistributed to ensure comprehensive support for community activities.
Following this, the Municipal Assembly approved a reduction in the IRS participation rate from 5% to 4.5%, a move expected to decrease revenue by approximately 250,000 euros. The Somos Todos Cidadãos (STC) movement characterized the reduction as a fulfilled electoral promise to lower the tax burden on residents. However, the CDU opposition raised concerns regarding equity, arguing that the benefits may be limited for households earning less than 19,000 euros annually and suggesting that the lost revenue should instead be directed toward housing and transportation.
