Santiago medical license fraud sentencing

Overview

A Santiago criminal court has handed down prison sentences to 17 members of an organized crime ring involved in a large-scale medical license fraud scheme. Operating between 2020 and 2022, the network issued between 71,000 and 80,000 fraudulent licenses through more than 50 fictitious companies and social media platforms.

The scheme, which included nine doctors and eight Chilean recruiters, caused significant financial damage to Chile’s public health system, Fonasa, and private insurers. While direct losses to Fonasa are estimated at over $26.6 billion pesos, prosecutors suggest the total impact may exceed $50 billion pesos.

Sentences for the participants range from four to over 21 years. Organization leader Samir Enrique Rivaldo Hernández received a sentence of 21 years and one day, a fine exceeding $2.5 billion pesos, and a permanent ban from holding public office. Second leader Jessica Donado was sentenced to 10 years in prison and a fine of over $1.5 billion pesos.
