Santos-Guarujá submerged tunnel project
Overview
Brazil is advancing the construction of an immersed tunnel to connect the cities of Santos and Guarujá beneath the Port of Santos channel. The project involves an estimated total investment of R$ 6.8 billion and aims to reduce travel times between the two cities from over an hour to approximately five minutes.
The infrastructure will utilize an immersed tunnel method, using prefabricated concrete modules positioned within a seabed trench. The design includes three lanes per direction, space for light rail vehicles (VLT), pedestrians, and cyclists.
The São Paulo state government has released R$ 28.2 million in supplementary funds to support the project. Development is being managed through a 30-year public-private partnership involving the Portuguese group Mota-Engil, which maintains an alliance with China Communications Construction Company (CCCC). Preparatory works are expected to advance in 2027, with the tunnel projected to be operational by 2031.
