Sarajevo Canton administrative and financial reforms

Overview

The Sarajevo Canton has initiated a series of administrative and financial reforms aimed at improving governance and institutional accountability.

In late September 2026, the Ministry of Justice and Administration introduced draft laws to reorganize the relationship between the Canton, the City of Sarajevo, and six specific municipalities: Stari Grad, Centar, Novo Sarajevo, Novi Grad, Ilidža, and Vogošća. Supported by the OSCE, this administrative reform seeks to better manage shared public services such as transport, water supply, and waste removal.

Following this, the Canton announced a transition to program-based budgeting. This financial reform shifts the focus from total expenditure to measurable outcomes and performance indicators in sectors like healthcare and education. To support this, the Ministry of Finance is upgrading its Oracle ERP Cloud system, with full implementation expected to begin in late 2026 and early 2027.
