Microsoft AI CEO Mustafa Suleyman noted that these guidelines aim to address autonomy concerns, such as models attempting to conceal actions or resisting correction. Furthermore, the draft establishes absolute constraints prohibiting AI models from assisting with offensive cyberattacks, nonconsensual deepfakes, mass-influence operations, or the development of chemical, biological, radiological, nuclear, or explosive (CBRNE) weapons. The final version is expected by the end of 2026 to guide model development from 2027 onwards.
