Overview
The German state of Schleswig-Holstein has implemented a significant transition toward digital sovereignty by moving nearly 80 percent of its administrative workstations to LibreOffice. Following the migration of the state’s mail system to open-source software in late 2025, a study of 2,700 employees revealed mixed but relatively high levels of acceptance. Approximately 49 percent of respondents viewed the transition positively, while 41 percent viewed it negatively. Notably, 74 percent of employees reported they had already adapted to the new working environment, with many citing peer support and discussions with colleagues as key factors in the transition.
