Senegal agricultural development and financing
Overview
Senegal has initiated several large-scale financial and strategic efforts to bolster its agricultural sector and food sovereignty. In mid-October 2026, the country secured a 57 million euro loan from the OPEC Fund for International Development to support the Food Sovereignty Strategy Support Project (PASS). This project aims to increase national food production and reduce import dependency by improving irrigation, promoting climate-smart agriculture, and enhancing access to inputs for approximately 900,000 people.
Following this, the Senegalese government, led by Prime Minister Ahmadou Alhaminou Mohamed Lô, outlined specific measures for the 2026-2027 agricultural marketing campaign, focusing on the peanut, rice, and cotton sectors. To support these efforts, the government committed to settling 44 billion FCFA in arrears owed to input suppliers.
In the peanut sector, the national oilseed company SONACOS aims to collect 250,000 tonnes of peanuts, requiring approximately 100 billion FCFA in financing, with a 25 billion FCFA gap to be addressed through the banking pool. New initiatives include a pilot phase for digital traceability to monitor volumes and payments, and the establishment of a committee to recommend annual prices. To manage stock, the government plans to diversify outlets for SONACOS’s 70,450 tonnes of peanut cake by selling to millers and livestock feed manufacturers.
For the rice sector, officials plan to implement an equalization mechanism linking imports to local rice purchases and will ensure a subsidy payment of 50 FCFA per kilogram to rice farmers.
