Senegal constitutional reform consensus efforts

In Senegal, civil society organizations and political figures are advocating for inclusive and transparent processes regarding proposed constitutional reforms under President Bassirou Diomaye Faye.

Civil society groups, including the Sursaut Citoyen movement, have sought political consensus by meeting with the Takku Wallu parliamentary opposition. These groups are pushing for a broad national consultation based on previous institutional recommendations to prevent partisan reforms that might cause institutional deadlock. While some progress has been made with opposition groups, activists noted a lack of response from the Presidency regarding requests for dialogue.

In a related development, Babacar Ba issued an open letter to the President of the Republic and the President of the National Assembly. Ba called for ‘serenity’ during the revision process, warning that legislation adopted under political tension risks losing legitimacy. He proposed a global constitutional revision that integrates input from the Constitutional Council, Parliament, and presidential bills to ensure social cohesion and the rule of law.
