Senegal cybersecurity investigations into social media

Overview

The Special Cybersecurity Division (DSC) in Senegal has launched investigations into several individuals regarding social media conduct and digital activities.

Initially, Mariama Ba, also known as Nourah Ba, was detained and questioned for alleged insults and content deemed contrary to public morals. Ba admitted to authoring a controversial post but claimed she was responding to insults from supporters of Deputy Tahirou Sarr. She further alleged that artificial intelligence was used to alter her writings in a separate publication. Authorities also initiated identity verification procedures to confirm the legitimacy of her Senegalese national identity card and passport.

Subsequent investigations expanded to include influencers and intermediaries. Mame Diarra Thiam, known as ‘Diodio Glow Skin’, and Rokhaya Fall, known as ‘Rox la Chancelière’, were targeted following the technical exploitation of Fall’s mobile phone. The probe involves allegations ranging from criminal association and extortion to money laundering and provocation of a crime. Thiam reportedly admitted to making payments to various influencers through Fall to manage specific issues. As a result of legal proceedings, Fall received a six-month sentence under judicial supervision, while Thiam was placed under strict electronic monitoring.
