Overview

Senegal is advancing legislative measures to strengthen its digital security and cybersecurity framework. Following a series of high-profile cyberattacks against institutions such as the Public Treasury and the Court of Auditors between late 2025 and mid-2026, the Ministry of Telecommunications and Digital Economy introduced a bill to protect critical information infrastructure.

This legislative effort, identified as Bill No. 25/2026, seeks to transition cybersecurity from a system of recommendations to one of enforceable obligations. The proposed law aims to establish a National Cybersecurity Authority and a national Computer Emergency Response Team (CERT) with defined legal powers.
