Overview
Senegal is advancing legislative measures to strengthen its digital security and cybersecurity framework. Following a series of high-profile cyberattacks against institutions such as the Public Treasury and the Court of Auditors between late 2025 and mid-2026, the Ministry of Telecommunications and Digital Economy introduced a bill to protect critical information infrastructure.
This legislative effort, identified as Bill No. 25/2026, seeks to transition cybersecurity from a system of recommendations to one of enforceable obligations. The proposed law aims to establish a National Cybersecurity Authority and a national Computer Emergency Response Team (CERT) with defined legal powers. Additionally, the measures focus on increasing personal data protection and requiring that public data be hosted within Senegalese territory to bolster digital sovereignty.
