Serbia BIA surveillance allegations

Overview

The Security Intelligence Agency (BIA) in Serbia has faced multiple allegations of unauthorized surveillance. In mid-October, the Akademski plenum requested clarification regarding reports that the BIA monitored a student assembly at the Jovan Jovanović Zmaj Gymnasium in Novi Sad. The group demanded to know who authorized the monitoring and investigated how transcripts of the alleged surveillance were leaked to media outlets controlled by the Serbian Progressive Party.

By late October, new reports alleged that the BIA conducted secret surveillance on prosecutors from the Organization Crime Prosecution Office (TOK). These measures reportedly targeted individuals investigating corruption related to the Belgrade-Hungary railway reconstruction and the Novi Sad railway station tragedy. The surveillance, which allegedly included monitoring electronic communications and phone calls of TOK head Mladen Nenadić, was reportedly conducted under the pretext of investigating espionage until BIA Director Vladimir Orlić ordered its cessation on October 29, 2026.
