Tensions escalated in the Balkans after Serbian President Aleksandar Vučić announced that Serbia is considering diverting the course of the Ibar river. International actors have expressed significant concern. The European Union and the German Embassy in Kosovo warned that such declarations are counterproductive to the dialogue required for normalizing relations. The United States Department of State reiterated that regional peace and stability remain a priority, noting that normalization is an indispensable part of the process.

Albanian Prime Minister Edi Rama intervened, asserting that Kosovo is an independent state and that natural resources within Kosovo’s territory belong to the Republic of Kosovo. Rama emphasized that Albania supports Kosovo’s sovereignty and cautioned that the consequences of diverting a transboundary resource “cannot be magically stopped at the border.” Meanwhile, some Serbian commentators have dismissed the plan as an “absurd, technically complex, and prohibitively expensive empty threat” that lacks connection to political reality.
