Russian President Vladimir Putin expressed support for strengthening cooperation through multilateral mechanisms such as the UN and BRICS, while also emphasizing the organization's growth as an independent influence in a multipolar global order. Xi Jinping and Putin also held bilateral talks to reaffirm their partnership. The Bishkek Declaration includes commitments to regional security and economic development, expresses support for the sovereignty and territorial integrity of Iran, and contains language opposing the alteration of historical records regarding World War II. It also condemns unilateral actions and sanctions against member states. Institutional advancements include the signing of a protocol for amendments to the SCO Charter and the announcement of a new center in Bishkek dedicated to combating transnational organized crime. The organization aims to deepen cooperation in areas such as energy, artificial intelligence, and climate change. The SCO has expanded from its 1996 origins as the Shanghai Five to include ten member states, including China, Russia, India, Pakistan, Iran, and Belarus. This growth has transformed the group from a regional security mechanism into a diverse forum for trade, energy, and diplomacy, serving as a platform for Eurasian powers to build influence outside of traditional Western institutional models. The next SCO summit is scheduled to be held in Pakistan.
