Siak Regency oil revenue sharing dispute

Siak Regency officials have raised concerns regarding a significant projected decline in the 2027 Oil and Gas Revenue Sharing Fund (DBH Migas). Regent Afni Zulkifli questioned the Ministry of Finance over the drop in projected funds, which fell from nearly Rp600 billion to approximately Rp36 billion.

Discussions with the Acting Director General of Fiscal Balance revealed that while the national DBH allocation is Rp63.3 trillion, only Rp4 trillion remains to address Rp70 trillion in outstanding arrears owed by the central government to various regions. Siak is expected to receive roughly Rp140 billion in 2027 as part of an installment plan to settle its Rp411 billion debt.

In subsequent public remarks during the regency’s 27th anniversary, Regent Zulkifli called for “fiscal justice,” noting a projected 72 percent reduction in the 2027 fund. She emphasized that the region’s continued contribution through oil resources warrants fair and transparent revenue sharing to ensure local welfare, stating that regional loyalty should not result in “silence regarding perceived injustices in wealth distribution.”
