Sierra Leone health financing and economic planning

Overview

The Sierra Leone Ministry of Planning and Economic Development and the United Nations Economic Commission for Africa (UNECA) have initiated efforts to integrate health financing into the country’s national economic planning. This partnership aims to transition health from a social expenditure to a strategic economic investment by incorporating health outcomes into macroeconomic frameworks and public investment decisions.

Following these discussions, UNECA officials met with Sierra Leone’s Parliament to urge an increase in budgetary allocations for the health sector. Officials noted a significant gap between current spending and the Abuja Declaration target of 15%, as Sierra Leone currently allocates approximately 6% to health. UNECA highlighted that this shortfall increases the burden of out-of-pocket costs on households and plans to conduct a health survey to analyze government versus household contributions and the effectiveness of health insurance.
