Sign language rights advocacy in the Balkans and Moldova

Advocates for the deaf and hard of hearing in the Western Balkans and Eastern Europe are emphasizing the importance of sign language rights and accessibility.

In Montenegro, the Union of the Deaf and Hard of Hearing has called for the immediate adoption of a Law on the Use of Sign Language. During a regional conference, advocates argued that sign language should be treated as equal to spoken languages. Specific demands include providing pedagogical assistants with sign language skills for deaf children in primary schools, ensuring access to interpreters in higher education, and distributing the financial responsibility for interpreter services across various government departments.

In Moldova, the Parliament hosted an educational session led by hearing-impaired children to mark the International Day of Sign Languages. The youth conducted a masterclass for deputies and staff, teaching basic signs related to public life, such as ‘democracy’ and ‘vote a law’. Participants noted that such initiatives highlight the right of hearing-impaired individuals to communication, information, and full participation in society.
