Sincan Municipality supermarket security investigation

Overview

Sincan Municipality in Ankara launched administrative and legal proceedings against a chain supermarket following complaints that the retailer was taping customers' bags and pouches to prevent theft. The store had also been requiring shoppers to leave personal belongings in small on-site lockers.

Ismail Can Ocak, General Coordinator of Sincan Municipality, stated that security measures should not involve treating citizens as ‘potential suspects’ or disregarding their dignity and personal rights. The supermarket, which had previously faced sanctions for improper price labeling, was under investigation by municipal police.

Following a review of security footage and an investigation by municipal police, the municipality issued a formal notice declaring the practice a violation of personal liberty, security, property rights, and consumer legislation. The matter was also reported to the Ministry of Trade. The supermarket subsequently ended the practice, and municipal officials confirmed that inspections showed the policy had been discontinued.
