Sindh government investment mission to China

Overview

The Sindh government is conducting a high-level mission to China to strengthen economic ties and secure bilateral investment. A provincial delegation, led by Chief Minister Syed Murad Ali Shah, has been pursuing technological partnerships and hosting investment forums to facilitate business-to-business and government-to-government opportunities.

During visits to Hubei Province and Wuhan, including a visit to Huawei’s digital urban governance facility, the Chief Minister proposed a partnership to develop a smart city operations platform for Karachi. This proposed initiative aims to use real-time data to manage urban challenges such as flood early warning systems, emergency response, traffic congestion, water management, and solid waste disposal. Shah has emphasized a preference for long-term cooperation involving technology transfer and local expertise training over simple equipment procurement.

In addition to urban technology, the delegation is pursuing cooperation in pharmaceutical manufacturing with Humanwell Healthcare Group and exploring opportunities in artificial intelligence, agriculture, and digital development.

At a Sindh Investment Conference held in Shanghai, which was attended by approximately 400 representatives from over 100 companies, the provincial government signed 16 memorandums of understanding (MoUs) with Chinese firms. Discussions also focused on wind and solar energy, Thar Coal, and the promotion of the Dhabeji Special Economic Zone as part of the second phase of the China-Pakistan Economic Corridor (CPEC). To attract industrial growth, the government is offering incentives such as tax exemptions and duty-free machinery.
