Singapore public housing policy and model
Overview
Singapore’s state-led social housing model, managed by the Housing and Development Board (HDB), provides a wide range of affordable living options across the country. Approximately 77.2% of the population resides in government-built homes, a system that has effectively eliminated slums and unregistered settlements.
The model includes subsidized rentals for low-income families, elderly citizens, and social assistance recipients, with monthly rates ranging from S$26 to S$275. A key feature of the system is urban integration, where social housing is built alongside middle-class developments to ensure equal access to public transportation, healthcare, and schools.
To adapt to changing demographics, such as citizens marrying later and earning higher incomes, the government has implemented adjustments to eligibility. During the National Day Rally on August 23, 2026, Prime Minister Lawrence Wong announced increases to monthly household income ceilings for subsidized public housing. The ceiling for Build-to-Order (BTO) flats rose from S$14,000 to S$16,000 for families and from S$7,000 to S$8,000 for singles, while the ceiling for new executive condominiums increased from S$16,000 to S$18,000. Additionally, the government introduced extra ballot chances for first-timer families with children to support growing households.
