Siracusa water service management transition

The water service management in Siracusa has transitioned from SIAM to Aretusacque. Following the takeover on June 25, 2026, Aretusacque has commenced issuing utility bills based on consumption dates, with usage prior to the transition remaining the responsibility of SIAM. While current rates are unchanged, a single tariff is expected following validation by the Autorità Territoriale Idrica (ATI).

Concurrently, the Municipality of Siracusa has established a technical-administrative commission to audit the previous SIAM concession. Chaired by engineer Pierluigi Carugno and legal expert Andrea Provvidenza, the commission will investigate infrastructure conditions, maintenance, and investment fulfillment. This audit follows a legal dispute regarding the value of the service takeover, with SIAM claiming approximately 21 million euros while the local administration calculated a provisional negative value of about 210,000 euros. The commission’s work has faced criticism from the Fratelli d’Italia party, which described the move as a “waste of public money.”

As Aretusacque issues its first bills, controversy has emerged regarding a security deposit requirement. The company clarified that the deposit is mandated by the national regulator, ARERA, to cover delinquency risks and is capped at three months of consumption, though it will be charged in three installments. Users with social water bonuses or those using direct debit are exempt. Consumer advocates have described the charge as “inopportune and burdensome,” noting it could cost families an average of 300 euros.

In response to inquiries regarding previous payments, SIAM stated that refund procedures for deposits held by the former provider began in July and are ongoing. These refunds are not automatic; they require users to submit a written request including their IBAN to ensure no outstanding debts exist. Local Councilman Paolo Cavallaro has requested documentation to clarify how these transitionary deposits are being managed.
