Slovakia renewable energy and heating regulation updates

Overview

Slovakia is implementing regulatory changes to its renewable energy and heating sectors. The Slovak Innovation and Energy Agency (SIEA) announced modifications to the ‘Green Solidarity’ project, which provides aid to low-income households. Under these new rules, the maximum subsidy for photovoltaic panels will be reduced from 6,300 EUR for systems up to 7 kW to a cap of 1,800 EUR for systems with a maximum capacity of 2 kW. To prioritize technologies that reduce CO2 emissions during heating, the agency is increasing subsidies for biomass boilers.

Concurrently, the Regulatory Office for Network Industries (ÚRSO) has proposed a draft amendment to establish new efficiency verification rules for large-scale heat pumps and electric boilers. If approved, these regulations would take effect on January 1, 2027, and introduce specific norms for evaluating technology efficiency in centralized heating systems. The proposal also includes provisions for annual inflation-based price adjustments for professional assessments conducted by the SIEA.
