Slovenia battery cage poultry ban debate

Overview

The Slovenian Ministry of Agriculture has proposed amendments to animal protection laws that would extend the phase-out period for battery cage poultry farming from January 2029 to the end of 2034. This extension aims to allow farmers to amortize existing investments and prepare for new farming regimes. To support this transition, the ministry intends to cease public funding for the construction or renovation of battery cage facilities and increase oversight of current operations.

Amidst this legislative debate, the animal welfare society AETP released footage from a poultry farm in the Brezovica municipality. The recordings document severe hygiene and welfare issues, including decomposing carcasses, larvae, and manure-covered surfaces. The AETP has submitted these findings to the Administration for Food Safety, Veterinary Sector and Plant Protection, alleging violations of food hygiene and animal protection regulations.

Member of Parliament Meira Hot has formally challenged the proposal to delay the ban until 2035, arguing that a six-year extension would prolong animal suffering. Hot has requested detailed data from the Ministry of Agriculture, Forestry and Food to justify the necessity of such a long delay, noting that registry data suggests approximately 85 percent of poultry capacity has already transitioned to alternative systems.
