Overview

The Solomon Islands High Court ruled that the National Hosting Authority (NHA) acted unlawfully regarding the expenditure of public funds for the 2023 Pacific Games in Honiara. Justice Augustine Aulanga determined that the NHA bypassed mandatory legal checks and balances, violating sections of the Public Financial Management Act 2013. This ruling followed a special audit by the Office of the Auditor General that identified significant weaknesses in procurement and financial management.

Following the court decision, the group Transparency Solomon Islands (TSI) demanded that the government and the NHA publicly address the audit findings. The audit highlighted $118.29 million spent on the Solomon Islands Football Federation complex and the Sports Legacy House without an approved budget. TSI specifically called for the release of a valuation report for the $34 million Sports Legacy House to justify its purchase price.
