Songdo biotechnology cluster development

Overview

Development of the Songdo bio-cluster in Incheon, South Korea, has progressed through major infrastructure and partnership initiatives. Construction began on the ‘K-Bio Lab Hub’ at the Yonsei University International Campus, a nine-story facility designed to support up to 60 biotech companies. This national project aims to transition the region from a production-focused hub into a comprehensive ecosystem for R&D and commercialization, providing access to specialized research equipment and a 41.4 billion won support program starting in 2029.

Furthering this ecosystem, Incheon City entered a memorandum of understanding with the Ministry of Health and Welfare, Samsung Biologics, and Eli Lilly. This partnership includes the establishment of the ‘Lilly Gateway Labs’ incubator within a new Open Innovation Center. The initiative seeks to nurture approximately 30 drug-development startups by 2027 by combining Eli Lilly’s global R&D network with Samsung Biologics’ manufacturing and quality verification capabilities.

Expanding on this transition toward high-value research, Incheon Mayor Park Chan-dae unveiled the ‘Incheon Future Industry Re-powering’ vision. This strategy utilizes an ‘ABC+E’ framework—integrating Artificial Intelligence (AI), Bio, Contents, and Energy—to target an average annual economic growth rate of 5%. A key component of this vision is the establishment of the Incheon Institute of Bio and Science in Songdo, which is intended to support new drug R&D and train 300 specialists annually.
