Songdo development and oversight controversies

Controversies have emerged in Songdo International City regarding the oversight and management practices of the Incheon Free Economic Zone Authority (IFEZ).

In August 2026, the Hyungji Group faced criticism for selling its Songdo headquarters only four years after moving in. The group reportedly acquired land at production costs of approximately 7.29 billion won, while the current market value is estimated to be nearly ten times that amount. Critics and local officials have accused the IFEZ of administrative failure for not including clauses to restrict land sales or holding periods, and for granting construction extensions that allowed the group to proceed despite previous contract terms.

By September 2026, focus shifted to structural safety issues at the Songdo SK View Lux Ocean apartment complex. Following a collapse of exterior wall terraces and cladding in August, residents held protests demanding transparency regarding design and supervision data. The IFEZ has denied requests for this information, citing the need to protect third-party interests. A joint investigation by Incheon City and the Ministry of Land, Infrastructure and Transport is currently underway to examine the construction and supervision processes.
